Remove mandatory-task behavior from Home and lock guidance behavior as suggestion-only.

User-confirmed outcomes

1. Remove mandatory tasks and mandatory checks from Home behavior.
2. Home guidance is suggestion-only:
   • user can do suggested items,
   • user can ignore suggested items.
3. Ignoring suggestions does not create penalty, restriction, or negative impact.
4. Keep Home as aggregate summary + action router with non-blocking behavior.
