Session scope

Finalize initial policy for detecting declining performance and choosing intervention intensity.

User-confirmed outcomes

1. Decline detection uses a combined approach:
   • if either signal is available and triggered, treat as decline.
2. Intervention action:
   • use a “3-bai cuu nhip” recommendation pack.
3. Intervention intensity:
   • light-touch only (recommendation/encouragement),
   • no forced gate, no hard blocking.

Detection signals (from option set)

• Signal A: 2 consecutive mock tests with score drop.
• Signal B: average score of latest 7 days drops >=10% vs previous 7-day window.
• Rule: OR logic (A or B).
