   • Reading: 8 minutes
   • Listening: 8 minutes
   • Writing: 12 minutes
   • Speaking: 12 minutes
2. Completion-ratio defaults (by exercise family):
   • Objective: >= 70%
   • Subjective: >= 60%
3. Tier-C fallback eligibility cutoff:
   • Allow C fallback only when combined A+B candidate inventory < 3.
