Session scope

Add Stage C rules for home default behavior, community stimulus, and program/exercise suggestion.

User-confirmed outcomes

1. Home does not need to remember user preferred lane for first highlight at this stage.
2. For users with no learning history:
   • statistics still appear in empty-state form,
   • page shows clear call-to-action.
3. Home post-login includes community stimulation sections, for example:
   • Learn Mode
   • weekly challenge
4. Home includes quick links to program landing pages.
5. Suggestion scope by goal state:
   • if user has no goal: suggest all programs on platform,
   • if user has goal: suggest related courses and exercises for target program.
6. Home also suggests exercises that many users have practiced in recent period.
